Merton Social Housing in London breaks ground
Raleigh Gardens, one of the three schemes that make up Merton Social Housing, had its groundbreaking ceremony earlier this month, marking the official start of construction.
Alongside Farm Road and Elm Nursery, the programme will deliver the London Borough of Merton’s first new council homes in a generation. Designed by WW+P, the 75 homes across three brownfield sites in south London are all for social rent, providing genuinely affordable housing for local families facing acute cost-of-living pressures.
Sustainability underpins the programme, with the three schemes drawing on Passivhaus and low-energy design principles to reduce operational energy demand and support lower running costs for residents. Together, they also deliver wider environmental benefits through increased biodiversity, renewable energy and a low embodied-carbon approach to materials and construction.
WW+P worked with residents to shape proposals through public exhibitions and local group consultations, helping ensure the designs respond to the needs of the people who will live in and around them.

This is a major milestone for Merton, and I’m proud of what Merton Social Housing will deliver. Across Raleigh Gardens, Farm Road and Elm Nursery, the programme shows how small brownfield sites can provide high-quality social housing that is affordable to live in, shaped by Passivhaus and low-energy design principles, and built for the long term.
